Restrictions
The provisions of regulation 13 G of the MARPOL convention allows administrations to permit continued operation of category 2* and 3** tankers beyond its phase-out date in accordance with the schedule subject to satisfactory results for the Condition Assessment Scheme. The continued operation shall not exceed the anniversary of the date of delivery of the ship in 2015 or the date on which the ship reaches 25 years of age after its date delivery date whichever is earlier. Under the revised regulation 13G, the Condition Assessment Scheme is applicable to all single-hull tankers aged 15 and older. Proof of the satisfactory CAS survey shall be kept on board at all time and the vessel shall be provided with an Exemption Certificate from the flag state of the vessel.
Category 1
Oil tankers of 20.000 tons deadweight and above carrying crude oil, fuel oil, heavy diesel oil or lubricating oil as cargo and of 30,000 tons deadweight and above carrying other oils, which do not comply with the protectively located segregated ballast tank requirements.
*Category 2
Oil tankers of 20.000 tons deadweight and above carrying crude oil, fuel oil, heavy diesel oil or lubricating oil as cargo and of 30,000 tons deadweight and above carrying other oils, which comply with the protectively located segregated ballast tank requirements.
**Category 3
Oil tankers of 5000 tons deadweight and above but less than the tonnage specified for category 2 vessels.

In accordance with the provisions of MARPOL Convention, Curaçao shall permit entry of single hull tankers category 2 & 3 into its ports and offshore terminals under its jurisdiction after the date of April 5, 2005. Provided these tankers are duly certified and are in compliance with the Condition Assessment Scheme.
In agreement with regulation 13H Annex I of the MARPOL Convention single hull tankers of 5000 tons deadweight and upward carrying heavy grade oil will be banned from the ports under the jurisdiction of Curaçao after the date of April 5 2005. And tankers from 600 tons deadweight up to 5000 tons deadweight carrying heavy grade oil will be banned from the ports and offshore terminals under the jurisdiction of Curaçao on the anniversary in 2008.
