Curaçao implements its PSC program as a member of the regional Caribbean MoU on Port State Control (CMOU), a regional cooperative body setting and implementing PSC guidelines and policies.
CMOU trained MAC PSCO surveyors implement the PSC program and submit the data and results of their inspections into the regional CMIS database, which is managed by the CMOU secretariat and consulted on a daily basis by all CMOU member states. Typically, a ship entering the Caribbean region will be inspected under the CMOU regime once every six months. Consistently non-compliant vessels are targeted and listed and can be banned from the CMOU area, if need be. The Secretariat of the CMOU is based in Kingston, Jamaica. The monitoring of harbor reception facilities and designated ISPS facilities is assigned to the Curaçao Harbor Master and his Harbor Safety Inspection (HVI). MAC cooperates closely with these authorities, to ensure proper implementation and reporting to the IMO.
